Phil Bell

Chief Executive Officer

Phil Bell is the Founder and Chief Executive Officer of the Tower K Group.

 

Phil's story in politics and public policy began in an unlikely place: at the Amtrak station in Jacksonville, FL. Young Phil had a long time before his train arrived and he wondered why Amtrak owns very little of the track it uses. Learning the story of Amtrak's creation was an introduction to the problems of over-regulation, the benefits of free markets, and how people lose when government decides that it knows better than us how to live our lives and run our businesses.

 

Grown-Up Phil nurtured this early lesson on politics and public policy through his college years at Boston University and early employment with courier service Inplex, Inc. and financial heavyweight State Street Bank. He later landed at GoRail, where he worked with grasstops: state- and local elected officials, political appointees such as state secretaries of transportation, and private businesses including chambers of commerce, to help Members of Congress understand why re-regulating the railroad industry would have devastated our economy. That led to grassroots work on political campaigns, notably House Speaker Newt Gingrich's 2012 run, where Phil educated individuals on why activities like going door-to-door and making voter outreach calls is critical to electoral success. He motivated many of these same individuals to become consistent volunteers and maintains plenty of these relationships years later.

 

After returning to the advocacy world in support of state-level pro-religious liberty legislation, Phil spent nearly 7 years leading corporate and foundation fundraising at Center-Right grassroots organization FreedomWorks. As part of his work, he played a key role in placing op-eds, facilitating newspaper, television, and digital advertising, and managing the organization's relationships with Fortune 500 companies.

  

Phil brings this diverse background to the Tower K Group, which gives us the ability to develop bespoke solutions for both non-profit organizations who are building lasting, well-funded programs, and donors seeking the organizations best able to realize their well-defined policy goals.

When not on the ground for Tower K, Phil serves as the DC Correspondent for The Daily Mojo, co-hosts The All American Talk Show, and opines on the railroad industry for The All Aboard Podcast.​

Amber Niblock 

Managing Director

Amber Niblock is an accomplished event planning, media, communications, and fundraising professional with a robust background in both non-profit and political advocacy sectors. At Tower K Group, Amber leverages her extensive expertise and network to spearhead high-profile fundraising events and strategic marketing initiatives. Her clientele includes notable organizations such as the Cigar Association of America, National Committee for Religious Freedom, and the Western Caucus Foundation.

Amber’s career is distinguished by her innovative approach to marketing and communications. At FreedomWorks, where she was the Deputy Director of Digital Marketing, she crafted and implemented impactful digital strategies and managed cross-platform content to enhance the organization's national advocacy efforts. Her role involved developing creative content, overseeing digital campaigns, and optimizing performance through data-driven insights.

  

Before her tenure at FreedomWorks, Amber spent nearly 12 years at the National Rifle Association, where she played a pivotal role in shaping the organization’s public image and advancing its political and legislative goals through a variety of media channels.

  

Amber’s career began in event services, where she organized high-profile local and national fundraisers, developed promotional materials and media, and managed donor relations. Her expertise in crafting fundraising strategies, managing event logistics, and building meaningful connections with donors has earned her recognition and awards for outstanding achievements in the field.

  

Amber is a native of Tennessee and holds a degree in Public Relations from the University of Tennessee at Martin. She is a LEGO enthusiast and avid reader who loves solving puzzles and spending quality time with her son at home in the suburbs of Washington, DC.
